تعزيز الاقتصاد الأزرق في ليبيا مراجعة منهجية للأدبيات وبناء رؤية استراتيجية للتنمية المستدامة

هدفت هذه الدراسة إلى تحليل الأدبيات العلمية الحديثة المتعلقة بالاقتصاد الأزرق والتنمية المستدامة خلال الفترة (2020–2025)، واستكشاف أبرز الاتجاهات البحثية والفرص والتحديات المرتبطة بتفعيل الاقتصاد الأزرق، وصولاً إلى بناء رؤية استراتيجية لتعزيز الاقتصاد الأزرق في ليبيا. اعتمدت الدراسة على منهج المراجعة المنهجية للأدبيات العلمية المنشورة في المجلات العلمية المحكمة وقواعد البيانات الدولية. وأظهرت النتائج أن الاقتصاد الأزرق يمثل إطاراً تنموياً متكاملاً قادراً على دعم أهداف التنمية المستدامة من خلال الإدارة الرشيدة للموارد البحرية والساحلية. كما كشفت النتائج أن نجاح الاقتصاد الأزرق يعتمد بصورة أساسية على الحوكمة البحرية الفعالة، والابتكار، والاستثمار المستدام، والشراكات المؤسسية، وتوافر البيانات والمعرفة العلمية. وبينت الدراسة أن ليبيا تمتلك إمكانات بحرية واعدة تشمل الموقع الجغرافي الاستراتيجي، وطول الساحل، والموارد السمكية والسياحية، إلا أن الاستفادة منها ما تزال محدودة بسبب تحديات مؤسسية وتشريعية وتمويلية. وانتهت الدراسة إلى ضرورة تبني استراتيجية وطنية متكاملة للاقتصاد الأزرق ترتكز على الحوكمة الرشيدة، والابتكار، والاستثمار المستدام، والعدالة البيئية، بما يسهم في تنويع الاقتصاد الوطني وتحقيق التنمية المستدامة.
