مستقبل بناء الدولة المدنية في ليبيا بعد 2011: دراسة استطلاعية لعينة عشوائية من المواطنين الليبيين

تهدف هذه الدراسة إلى استشراف مستقبل بناء الدولة المدنية في ليبيا في مرحلة ما بعد 2011، من خلال قياس تصورات المواطنين حول المتطلبات المؤسسية، والقانونية، والمجتمعية، والأمنية اللازمة لترسيخ الحكم المدني الديمقراطي. اعتمدت الدراسة المنهج الوصفي التحليلي، واستخدمت استبانة محكمة تم تطبيقها على عينة عشوائية بسيطة قوامها 500 مواطناً ليبيا من مختلف المناطق الجغرافية. عولجت البيانات إحصائياً باستخدام برنامج SPSS (الإصدار 28)، واشتملت التحليلات على التكرارات، والنسب المئوية، واختبار مربع كاي، ومعامل ارتباط بيرسون، ونموذج الانحدار الخطي المتعدد. أظهرت النتائج وجود قناعة عالية لدى المشاركين (78.4%) بأهمية الفصل بين السلطات واستقلال القضاء كأساس للدولة المدنية، في حين سجلت محاور التوافق الأمني وإصلاح الإدارة العامة نسب تأييد متوسطة (61.2% و58.7% على التوالي). كشف اختبار مربع كاي عن علاقة دالة إحصائياً بين المستوى التعليمي وتصورات أولوية الإصلاح المؤسسي (χ²=14.32, df=4, p<0.01). وأظهر الانحدار الخطي أن متغيري "الثقة في المؤسسات المنتخبة" و"شفافية الإنفاق العام" هما الأقوى تنبؤاً بتأييد مشروع الدولة المدنية (R²=0.51, p<0.001). خلصت الدراسة إلى أن المسار المدني الليبي يحتاج إلى حزمة إصلاحات متزامنة: دستورية، مؤسسية، أمنية، ومجتمعية، مع توصيات محددة لصناع السياسات والباحثين المستقبليين.
