Transparency and Accountability in Libyan Public Policies: An Approach to Enhancing Institutional Performance and Public Trust

Abstract

This study addressed the topic of transparency and accountability in Libyan public policies and their role in enhancing institutional performance and public trust, based on the importance of transparency in providing information related to public decisions, policies, and procedures, and the importance of accountability in clarifying responsibilities, monitoring performance, and correcting shortcomings. The study aimed to clarify the conceptual framework of transparency and accountability, analyze their current state within Libyan public policies, demonstrate their role in improving institutional performance and enhancing public trust, and identify the main challenges that limit their effectiveness.

The study adopted the descriptive-analytical approach by analyzing the concepts and frameworks related to transparency and accountability and examining the reality of their implementation within the Libyan institutional environment. The study found that transparency and accountability constitute two complementary elements, as transparency provides the information necessary for oversight and evaluation, while accountability ensures the clarification of responsibilities, performance review, and the adoption of corrective measures. The study also revealed that weak information systems, overlapping jurisdictions, poor institutional coordination, and political and administrative challenges are among the most significant factors limiting the effectiveness of transparency and accountability in Libya.

The study concluded that strengthening transparency and accountability can contribute to improving the quality of public policy formulation and implementation, enhancing institutional performance efficiency, and strengthening citizens’ trust in public institutions. It recommended developing legal and regulatory frameworks, improving information systems and the publication of public data, clearly defining responsibilities, supporting oversight institutions, developing performance measurement indicators, promoting digital transformation, and building institutional capacities.
