Abstract

     This study, titled "The Future of Digital Governance: A Critical Analysis of Digital Transformation in Libya," aims to evaluate the country's digital policies and legislation during the period from 2020 to 2025. It focuses on the challenges posed by the absence of a comprehensive national digital transformation strategy and the impact of limited data systems on the digitalization efforts within the education and health sectors.

The findings reveal that Libya's digital legislative framework lacks integration and coordination, which hinders the effective implementation of policies. Furthermore, vital sectors suffer from a deep digital divide due to weak infrastructure and a shortage of digital skills, negatively impacting the delivery of public services.

The study demonstrates that the primary reason for the slow pace of digital transformation in Libya is the lack of a unified strategy, which results in fragmented and uncoordinated efforts. By comparing Libya's situation with the experiences of countries like Rwanda and Estonia, the study highlights the importance of political leadership and a unified vision in achieving sustainable digital transformation.

The study recommends the formulation of a comprehensive national digital governance strategy. This strategy should include developing digital infrastructure, improving data systems, building digital capacities, and fostering trust and transparency. The abstract emphasizes that successful digital transformation requires strong political commitment and effective coordination among all relevant stakeholders.
