The Role of Digital Transformation in Improving Local Administration Performance: A Field Study of Municipal Councils in the West Coast Region

Abstract

     This study aimed to identify the role of digital transformation in improving the performance of local government, through a field study conducted in municipal councils in the western coastal region of Libya. The study employed a descriptive-analytical approach and used a questionnaire as the primary data collection tool. Two hundred and fifty (250) questionnaires were distributed to all employees of the municipal councils in the region, and two hundred and ten (210) questionnaires were returned and deemed valid for statistical analysis, representing a response rate of eight percent (84%).

The study instrument consisted of 36 items distributed across eight main dimensions. Four dimensions of the independent variable (digital transformation) were measured: technological infrastructure, digital skills of human resources, the legislative and regulatory framework, and organizational culture that supports digital transformation. Four dimensions of the dependent variable (improving the performance of local government) were also measured: administrative efficiency, quality of services provided to citizens, transparency and accountability, and speed of completion and accuracy of information. The validity and reliability of the study instrument were verified, with Cronbach's alpha coefficient for the questionnaire as a whole reaching 0.91, indicating a high level of reliability.

     The study reached a number of important conclusions, most notably that the level of digital transformation implementation in municipal councils in the western coastal region was low, with an overall average of 2.18 out of 5. The results also revealed significant challenges and obstacles hindering the implementation of digital transformation, with a high average of 3.95. These challenges included weak technological infrastructure (average 4.12), limited training and development programs for human resources (average 3.98), and a lack of clarity in the legislative framework governing digital transformation (average 3.85). Conversely, the results showed that employee acceptance of digital transformation was relatively high, with an average of 3.78, indicating a genuine desire among employees for change and development.

Regarding hypothesis testing, the results of the multiple regression analysis demonstrated a statistically significant positive role for digital transformation in improving the administrative performance of municipal councils. The F-value was 24.67 at a significance level of 0.000, and the coefficient of determination (R² = 0.43), indicating that digital transformation explains 43% of the variance in administrative performance improvement. The results also revealed statistically significant positive correlations between digital transformation and each of the following: administrative performance efficiency (r = 0.58), quality of services provided to citizens (r = 0.52), and transparency and accountability (r = 0.65), all at a significance level of (p < 0.01). Furthermore, the results showed no statistically significant differences in the level of digital transformation implementation attributable to gender or age, while differences were found attributable to educational qualifications and work experience, favoring the more educated and experienced groups.
