Abstract

This study examines how the reference exchange rate affects the association between parallel market premiums and inflation in Libya. Ten annual observations for 2011–2020 combine approximate parallel market figure labels from a published study with World Development Indicators official exchange rate averages and CPI inflation. A premium relative to the announced official rate is compared with a premium relative to a calendar-weighted, fee-adjusted cost proxy. Descriptive regressions are assessed using alternative covariance estimators, leave-one-out analysis and measurement stress tests. The estimated premium slopes are 0.0310 and 0.0556, with HC1 p-values of 0.0990 and 0.0028, respectively. HC3 p-values rise to 0.2515 and 0.2246, and 2017 has substantial leverage. Correcting the official reference also changes the 2012 and 2013 premiums from negative to small positive values. The evidence demonstrates sensitivity to measurement and influential observations, rather than identifying a causal reform effect. The contribution is a reproducible measurement audit. The approximate parallel rate series, small sample and unobserved transaction costs limit generalization and policy inference.
