The Role of Electronic Information Systems in Rationalizing Decision-Making (A Field Study on the General Authority for Investment Promotion and Privatization Affairs)

Abstract

This research aims to examine the impact of implementing electronic information systems on work organization and decision-making. It seeks to identify the key applications of these systems in facilitating administrative processes and decision-making at minimal cost, and to assess the effectiveness of electronic information system strategies in rationalizing decisions. Additionally, the study highlights the importance of utilizing modern technologies and quantitative models in administrative decision-making and explores the relationship between rational decision-making and electronic information systems. The research sample consisted of 50 individuals (both male and female) from the General Authority for Investment Promotion and Privatization Affairs; the field study was conducted during the 2024–2025 period. To conduct the research, an interview-based questionnaire was developed, incorporating specific items derived from the theoretical framework, research objectives, and research questions. The researcher employed a descriptive approach to construct the theoretical framework. The results indicated that electronic systems are extensively used within the organization and directly facilitate rational decision-making. Employee education levels were found to directly influence the utilization of electronic technologies, with 52.29% of the sample possessing an "excellent" level of education. Furthermore, 52.29% of the sample agreed that electronic information systems contribute to decision-making. The organization is committed to implementing computing systems, digital transformation, and electronic information systems in the application of its regulations. Employees reported no issues regarding the use of this technology, with 47.61% answering "No" when asked about facing problems. Most departments are equipped with laptops and desktop computers connected to the internet to facilitate service delivery. The researcher recommended further promoting electronic information systems to encompass all departments—specifically targeting decision-support units—conducting additional studies on information organization and its role in facilitating decision-making processes within the organization, and holding various workshops and conferences within the institution. To facilitate tasks for employees, encourage institutions to implement electronic management systems, and urge all staff to adopt them.
