Abstract

This study aimed to analyze the reality of public policy evaluation in Libya, identify the main institutional and organizational challenges facing it, examine the impact of institutional structure on the effectiveness of evaluation processes, and analyze the role of data, information, coordination, and oversight in supporting policy evaluation. The study adopted the descriptive-analytical approach to analyze the reality of public policy evaluation and its institutional dimensions.

The study reached a number of findings, most notably that public policy evaluation represents an important tool for improving government performance and that its effectiveness is largely dependent on the quality of the institutional structure. The study also revealed that the Libyan institutional environment faces several challenges, including the multiplicity of institutions, overlapping responsibilities in some areas, weak coordination and information exchange, limited databases, and varying levels of specialized human and technical capacities in the field of evaluation.

The study concluded that developing public policy evaluation in Libya is not merely a technical procedure for improving reports and indicators; rather, it represents an important entry point for institutional and administrative reform. It can contribute to building a public administration that is more capable of learning, responding, and achieving results; improving the efficiency of public resource utilization; enhancing the quality of government services; strengthening accountability and transparency; and rationalizing public decision-making through greater reliance on data, evidence, and evaluation findings.
