شهدت ليبيا خلال القرن التاسع عشر وصول أعداد كبيرة من الرحالة الأوروبيين، وكان للرحالة الألمان تحديدًا حضوراً مميزاً، وكانت هذه الرحلات تنطلق من دوافع متعددة: علمية، دينية، سياسية، وعلى الرغم من اخفاء الرحالة الألمان لدوافعهم السياسية؛ إلا إنها تبدو واضحة خاصة منذ ستينيات القرن التاسع عشر، ويبدو النشاط السياسي للرحالة الألمان في ليبيا أكثر وضوحاً لدى (غيرهارد رولفس) تحديدًا، والذي مارس نشاطاً استكشافياً واسعاً في ليبيا خلال الفترة ما بين 1864 – 1879، كما واصل اهتمامه بليبيا حتى بعد هذا التاريخ ولو عن بُعد، من خلال المقترحات التي كان يقدمها للحكومة الألمانية.
