Geographical Assessment of the Reality of Unemployment and Disability in the Libyan Workforce for 2022

Abstract

This study aims to assess the state of unemployment and disability within the Libyan labor force in 2022 by analyzing unemployment levels, examining the status of persons with disabilities in the labor market, identifying the factors affecting their limited labor market integration, and exploring ways to improve employment policies. The study employed the descriptive-analytical approach to describe and analyze the phenomenon and its characteristics, the comparative approach to compare the labor market status of persons with disabilities with that of non-disabled individuals, and the statistical approach to analyze quantitative data related to the labor force. The study also relied on official reports issued by the Ministry of Planning and the Bureau of Statistics and Census.

The findings revealed that unemployment rates were high, with a significant mismatch between educational outcomes and labor market needs, in addition to weaknesses in vocational training and rehabilitation programs and shortcomings in policies supporting sustainable employment. The results also showed that employment opportunities for persons with disabilities remain limited due to the lack of accessible work environments and the inadequacy of the legislative framework supporting their inclusion.

The study recommends developing more effective employment policies, strengthening programs for the inclusion of persons with disabilities, improving vocational training, aligning education with labor market requirements, enhancing the role of the private sector in employment, and reinforcing legislation that promotes equal opportunities. It also recommends conducting further studies on structural unemployment, establishing specialized vocational training centers for persons with disabilities, examining the impact of public-private partnerships on employment, and implementing measures to reduce unemployment rates in Libya.
