An Integrated Approach to Building Cities' Resilience to Crises and Preparing Independent Leaders

Abstract

The study aimed to analyze strategies for strengthening cities' disaster resilience, explore the potential roles of local communities in establishing disaster preparedness initiatives, and identify best practices for education and training in disaster management. It also highlighted the challenges facing cities and how to overcome them by posing several questions, including:

   1ـ  What are effective strategies for strengthening cities' disaster resilience?

2. How can local communities effectively participate in disaster preparedness initiatives?

3. What role do education and training play in preparing future leaders to respond to crises?

4. What challenges do cities face in developing effective emergency plans?

5. How can the impact of capacity-building initiatives at the city level in mitigating the impact of disasters be measured?

The study relied on the experimental approach, scenario planning, and practical simulations, and concluded with several important recommendations, including adopting an integrated approach as a national strategic framework for urban rehabilitation, developing training programs, establishing specialized research units within municipalities, developing flexible and applicable measurement indicators to monitor the effectiveness of rehabilitation programs, and focusing on enhancing regional and international cooperation, among other important recommendations.
