Civil Society and its Role in State-Building: A Comparative Analytical Theoretical Study In Modern Political Thought

Abstract

This study examines the fundamental role of civil society in state-building and the activation of its institutions through a comparative analysis of the theoretical frameworks of Jean-Jacques Rousseau, John Locke, John Stuart Mill, and Karl Marx. It adopts a critical comparative analytical approach, focusing on the concepts of the social contract, general will, and political participation in order to identify key convergences and divergences among these perspectives.
 The study finds that the effectiveness of civil society in state-building is largely contingent upon the political context and its degree of independence from state authority. It further argues that classical theoretical models, despite their foundational significance, do not fully capture the complexities of the Arab context. A structural gap persists between normative principles and actual practices, shaped by enduring authoritarian and traditional structures that constrain civil society’s effectiveness.

 Accordingly, the study highlights the need for a context-sensitive analytical framework that integrates universal theoretical insights with the socio-political specificities of the Arab world, thereby enhancing the role of civil society as an active agent in state-building processes.
