Abstract

This research examines the state of educational management in Libya, identifies the structural and procedural challenges that limit its effectiveness, and suggests ways to enhance it. The study uses a descriptive and analytical methodology, examining relevant literature and previous research. The findings show that educational administration in Libya faces a number of challenges, including excessive concentration of authority, inadequate coordination between different administrative levels, lack of qualified personnel, and concerns related to politics and security. Furthermore, the study highlights the discrepancy between established policies and their practical implementation, especially with regard to strategic planning and community participation. The findings of the paper indicate that the implementation of decentralized and participative management approaches, enhancing the skills of educational leaders, using professional criteria for the selection of administrators and promoting collaboration between schools and the community are essential for the improvement of administrative structures and achievement of educational development objectives.
